FinanceBashkortostan in comparison with other Russian regions is characterized with steady financial system and large volume of inpayments of taxes, dues and fees to the all-Russian treasury. The state of the republican consolidated budget is steady and balanced. Only in 2006 on the territory of the republic to the budgetary system of Russia it was collected profits to the amount of more than 213,418 billion rubles that for 30 percent more than in 2005. Directly to the federal treasury, and also to the state off-budget funds there were received taxes and dues for over 144,541 billion rubles. That is 68 percent of all collected profits. Thus, in 2000, Bashkortostan filled up the federal treasury for 31 percent of the means collected on the territory of the region, in 2001 for 50 percent, in 2002 and 2003 approximately for 60 percent, in 2004 and 2005 the volume of transfers to Russia made about 70 percent of all incomes. In the upshot, for last three years the republican budget is accepted with a deficit which, however, is regularly overlapped. All this is consequence of effective economic policy which provided a basis for the considerable profitable base of budgets of all levels, formed on the of territory Bashkortostan Republic and determined the status of the republic, as donor of federal budget. Bashkortostan is included in ten Russian regions which form 2/3 profits of the federal budget. Also Bashkortostan Republic is included in ten regions leaders on the sum of return of duties, fees and other obligatory payments in the budgetary system of Russian Federation and occupies the second place among the subjects of the Volga federal district on volume of its own profits. Among eight subjects of Russian Federation, included in the Large Ural Interregional association, on the profits of the consolidated budget per capita Bashkortostan Republic occupies the second place. In the last year the republican budget was executed on profits for 69,820 billion rubles, that for 108,4 percent exceeded the plan. The basic sources of republican profits are income tax of organizations, tax on the profits of individuals, excises and tax on property. From year to year inpayments on these types of taxes are steadily grown. Non-tax inpayments also considerably influence on the profits of regional budget. Thus, in the last year they made more than 11,49 billion rubles. That is practically 16,4 percent from the total sum of profits. A ponderable contribution to this sum was provided by the effective use of the republican property. Active development of the banking sector of the republic (to date more than 50 banks, branches, offices and representative offices of credit organizations, operate on the territory RB) to a great extent contributes to the steady position of the financial system of the region, and insurance market. |
