External relations

 

Bashkortostan Republic actively develops international cooperation. Year by year, Bashkortostan co-operation with external partners widens. Until 1992, only about three tens of foreign states came forward as the partners of our republic. In present, there are already more than 90 of them.

For dynamic development of international relations there are all grounds in the republic: political and economic stability, the richest natural and production potential, deserved business authority and effective support of international cooperation by the heads of the region, high investment rating. Expansion of international contacts is instrumental in the inflow of foreign investments in the economy of Bashkortostan and promotion of its external economical projects.

Priorities of foreign policy of Bashkortostan are an inter-parliamentary, interregional, trade and economic, business, scientific and cultural collaboration. The most active states-partners of our republic of all these directions are Austria, the Great Britain, Germany, Netherlands, Turkey, Italy, China, Finland, the USA, and among the countries of the CIS is Kazakhstan, Ukraine and Byelorussia. Our republic concluded more than 30 intergovernmental and interdepartmental agreements on development of collaboration with the separate states and regions of foreign countries. Such contacts are established with federal lands of German Federal Republic – Free State Saxony and Saxony-Anhalt. Fruitfully connections are developed with Czechia and Slovakia, mutually beneficial collaboration is established with Hungary, Turkey, China, India and many other countries.

The stably growing value of external trade testifies the successful foreign economic activity of Bashkortostan. In 2005 this index made a record 6,5 billion dollars. On results of 2006, this very indicative value exceeded eight biilion already. We will note that positive balance of foreign trade balance remains steadily in Bashkortostan: an export stably prevails import.

An invaluable help in this direction is rendered by representative offices of our republic. Three representative offices operate abroad: in Istambul, Astana and Austria. At the same time, in more 11 foreign countries the representative offices of Ministry of external economic relations, trade and enterprise (MVEST) RB work on a voluntary basis. The prospects of opening of regional representative offices in Berlin and Tashkent are under discussion. In the future, the USA, China, Japan, India, Estonia, Ukraine, can fill up this list…

The practice proved the expediency of organization of representative offices. An evident example is a representative office of Bashkortostan Republic in Istambul, created in accordance with Decree of the President RB from February, 20, 2004. In 2004, the value of external trade equaled 50 million dollars, and almost for a year increased in two and half times. The representative office conducts large work on organization of economic and cultural presentation of Bashkortostan, and also separate enterprises of our republic. The scale joint Bashkir-Turkish projects that are estimated of hundreds of million dollars are presently realized. In their number is an increase of issue of glass tare products in «Rusjam-Ufa» LTD., widening of brewing production in JSC «Amstar» and etc.

In the number of priorities of our foreign economic activity is renewal and further development of connections with the countries of the CIS, strengthening of mutually beneficial collaboration with the countries of East Europe. Specialists see the most promising prospects in strengthening of bilateral relationships with Hungary, Czechia, Slovakia and Poland. An accent will be done also on development of connections with China, Vietnam and Japan. From the countries of Western Asia the most interest for Bashkortostan is presented by the United Arab Emirates and Syria. Bringing in of investments and modern technologies will be priority in relationships with the countries of Western Europe and North America.

Bashkortostan actively develops and interregional direction. Presently our republic supports contacts practically with all regions of our country; work is built on contractual basis with 51 subjects. In several regions our republic has the representative offices and representatives. The Ministry of external economic, relations, trade and enterprise RB also has its own representatives in regions.

Only four representative offices are financed due to funds of republican budget: in Saint Petersburg, in the Chelyabinsk and Sverdlovsk Regions, and also the representative office of MVEST RB in Moscow.

Six representative offices work on the basis of self-financing: in the Krasnodar Territory, Magnitogorsk, in the Khanty-Mansi Autonomous Area, in the Kaliningrad, Orenburg and Saratov Regions. And, finally, there are representatives of MVEST of our republic in six regions. These are the Yamal-Nenets Autonomous Area, Nizhni Novgorod, Rostov, Sakhalin, Samara and Tyumen Regions.

Interregional commodity turnover is characterized with good positive dynamics. In 2005, it made 247 billion rubles  for 63 percent more than a year before. Trade turnover with the Kaliningrad Region for a year grew in two and half times, with Samara  almost in two times, with Tyumen  for 57 percent, with Nizhni Novgorod, Sakhalin and Chelyabinsk Region  in one and half times.

Interregional connections of Bashkortostan have considerably strengthened recently. In a great deal  it was due to perfection of normative-legal base. After issuing of the Decree of the President RB «About presentation of interests of Bashkortostan Republic in the subjects of Russian Federation» at the end of 2003  the representative offices of our republic were opened in Magnitogorsk of the Chelyabinsk Region, in Saratov, Orenburg and Kaliningrad Regions, in the Krasnodar Territory. The representative offices have a great number of tasks. They do not only help our enterprises to participate in exhibitions and different business meetings and try to attract investments in our republic but also conduct Days of Bashkir culture and other cultural events in regions. Besides, they participate in development of intergovernmental and interdepartmental agreements on collaboration and measures on their realization.
