A principle change in the system of state power of Bashkortostan Republic was the introduction on October 15, 1991 the post of President and formation of new for Bashkortostan institute of power  presidency. On the eighth session of the Supreme Soviet of XII calling the Law of Bashkir SSR «About introduction of the post of President of Bashkir SSR». The introduction of presidency institute modified the republican system of authority structures. The redistribution of authoritative functions between the different branches of power happened. Elections of the first President of Bashkortostan took place on December 12, 1993 in accordance with the Law of Bashkortostan Republic «About the President of Bashkortostan Republic».

The President RB is the higher official of Bashkortostan and the head of executive power, acts as a guarantor of rights and freedoms of individuals, observance of Constitution and laws of Bashkortostan Republic. Murtaza Gubaydullovich Rakhimov was elected the first President of Bashkortostan Republic. On June 14, 1998 in the Bashkortostan Republic presidential elections passed for the second time. 70,2 percent of electors gave their votes to M.Rakhimov. The third campaign on elections of the President of the republic was held in October-December, 2003. The elective campaign had extremely tense character and passed in two rounds. In the second round M.Rakhimov won with convincing advantage (78,01 percent).

On October 5, 2006 the President of Russia Vladimir Putin brought in for consideration of the State Assembly  Kurultay of Bashkortostan Republic a candidature of Murtaza Rakhimov for providing him with plenary powers of the President of Republic. The introduction appeared on the eve of the Day of the republic  16th anniversary of acceptance of Declaration about the state sovereignty of Bashkortostan Republic.

On the 39th, off-schedule meeting of the State Assembly  Kurultay of Bashkortostan Republic deputies unanimously decided to allot Murtaza Rakhimov with plenary powers of the President of Bashkortostan Republic. For his candidature all 119 deputies voted.

Thus, Murtaza Rakhimov is provided with plenary powers of the President of Bashkortostan Republic and must in accordance with Constitution RB carry out presidential duties during five years.
